International tender readiness: from EOI to final submission

Many failures happen before proposal writing begins: the notice stage is misunderstood, eligibility is read too late, or score-bearing evidence has no owner or internal deadline. Readiness means turning the official document into a controlled decision and plan.

Identify the procurement stage

A GPN or procurement plan supports pipeline monitoring. An EOI or prequalification focuses on experience and capacity. An RFP commonly requests a consulting approach, team and price, while an IFB/RFB is often used for goods, works or non-consulting services. The specific official document always governs.

Complete go/no-go before consuming bid resources

Record country and firm eligibility, conflicts of interest, comparable experience, turnover, key staff, deadline, budget, document access, guarantee and payment feasibility, and partner needs in a formal decision gate. “We might be able to” is not an entry criterion.

Turn the document into a compliance matrix

Every requirement needs a page reference, response type, owner, evidence, internal deadline, status and reviewer. Mandatory forms, signatures, powers of attorney, file format and size, currency, tax, submission method and deadline time zone are high-risk controls.

Use independent, staged reviews

Separate technical, contractual, financial and formal review from the author of each section. Reconcile the final package with all amendments and perform a submission rehearsal before the actual deadline. The delivery receipt or registration number belongs in the bid record.

What is an appropriate internal deadline?
